The Marines received training in de -escalation and crowd control, among other things, according to the state update.

Both the Marines and the National Guard troops serve as part of the Task Force 51 under what is known as the State of Title 10, to protect federal staff and federal property.

“They can and have accompanied the ice in the missions, but they are not part of the operations,” according to the state update, referring to the application of immigration and customs. “Title 10 forces do not perform functions of the law. They protect; they do not participate.”

The troops can “stop an individual in specific circumstances, such as stopping an assault, avoiding damage to others, or to avoid interference with the federal staff who performs their functions.” However, troops must transfer custody to appropriate civil law personnel.
